He was preceded in death by his parents Quintin and Beulah Burroughs; his brothers Howard and Douglas Burroughs.
He is survived by his daughter, pride, and joy, Phyllis Burroughs; the mother of Phyllis, best friend, and partner in crime, Sue Ward; and his spouse, Elsa Vargas and her son & family of Austin. Also surviving Phil are long time friends Joe Padilla and Felix Lopez, as well as a host of former teachers and students. Phil also leaves a legacy of friends, old and new.
He was a teacher, coach, and administrator. He was an Elementary Principal at Marfa, Texas and Reagan Elementary and SAISD for many, many years.
A celebration of Phil's life will be held at 11:00 AM on Tuesday July 7, 2026 at Community Hills Christian Church, 3309 Knickerbocker Rd, San Angelo, TX 76904.
We aren't saying good-bye Daddy, only "see you in the morning in Heaven."
