$4M Copper Bull Steakhouse Project Advances in Downtown San Angelo

 

SAN ANGELO, TX — Plans to convert a historic downtown residence into an upscale steakhouse and event venue are moving forward, with new permit filings listing the project’s value at $4 million, according to the City of San Angelo’s July 2025 Permit and Inspection Report.

The Copper Bull Steakhouse and Jessie Lee Tavern will occupy the former home at 215 W. Twohig Ave., a decades-old residence recently sold for redevelopment. The San Angelo City Council unanimously approved the project in August 2023, allowing the owners to repurpose the structure and build an attached event center on the property.

The updated permit listing reflects a significant investment in the renovation and construction. The initial design was presented directly to the City Council after a quorum issue delayed its appearance before the Design and Historic Review Commission.

Elegant Steakhouse Planned for Historic Building Downtown

During the council meeting, members expressed concern about accessibility and parking rather than design. Project planners addressed those issues with a plan to install a ramp on the east side of the building for ADA compliance and to secure off-site parking through a partnership with a neighboring business. Valet services are also expected to be offered.

The Copper Bull project is now in the permitting phase, following design approval and updated cost estimates. Once complete, the development will feature a full-service steakhouse, tavern, and a newly constructed event venue designed to complement the historic aesthetic of downtown San Angelo.
