Drugs, Alcohol, Burglary and More Top Booking Reports

Since last Wednesday, Jan. 6, drugs and alcohol seem to be the golden ticket into the Tom Green County jail. However, a couple decided to try out burglary on for size and another thought he would try to see how many complaints he could rack up in one night.

Overall, 98 people were taken into TGCJ and 47 of those were arrested on new complaints.

On Saturday afternoon, San Angelo Police officers were dispatched to a residence in the block of Dena Drive for a burglary in progress call. While en-route, the officers received direction that the male and female suspects had fled the scene in a red Ford pickup truck.

Tracy Gonzalez, public information & social media officer for SAPD, said Officer B. Stewart observed the suspects’ vehicle traveling in the area of the call. When he stopped the vehicle, he identified the driver as Michael Trammell, 43, and his female passenger as Heather Cochran, 32, both from San Angelo. During a record’s search, Trammell was found to have two outstanding warrants and was immediately placed under arrest. The suspected stolen items from the burglary were found in the bed of the truck.

Trammell and Cochran were both charged with Burglary of a Building. Additionally, Trammell was charged with his Parole Violation Warrant (Blue Warrant) and another outstanding County Warrant.  Both were transported to the Tom Green County Jail without incident.

Later that evening around 9 p.m., David Wagner, 26, decided to try his luck. Deputy Graham Smith with the Tom Green County Sheriff's Office stopped Wagner on US Highway 87 by Sunflower Ave. for a regular traffic stop due to a defective head lamp on the driver’s side. When Smith made contact with the driver, he noted an odor of marijuana emitting from the vehicle. He also noticed several clear bags falling out of Wagner’s hoodie.

”From training and experience with numerous illegal narcotics arrests and investigations, I knew that small clear plastic bags are commonly used to package and distribute illegal narcotics,” Smith stated.

Wagner refused several times to exit the vehicle as requested by Smith so he could conduct a probable cause search. The suspect ended up complying, although in a disconcerted manner. The problem arose when Wagner tried to keep Smith from the inside of the vehicle where he left his keys and hoodie.

“I asked David several more times to exit the vehicle," Smith said. "David refused to exit the vehicle several more times. David removed his black hooded jacket and threw it in the center floorboard area. [He] removed the keys from the ignition and opened the front driver’s door. David manually locked the door with his hand. [He] reached to shut the driver’s door and I held the door with my left arm to prevent it from shutting. David reached with both hands and forced the door shut, causing the door to push me out of the way.”

Because Wagner interfered with an investigation, Smith attempted to detain Wagner, but he resisted.

Once detained, Smith was able to conduct his probable cause search on Wagner and found drug paraphernalia on his person. When attempting to search Wagner’s vehicle, Smith observed that man had locked his keys inside the vehicle and that his vehicle key was broken. The vehicle was then towed to the Tom Green County Sherriff’s Office to pursue a search warrant.

Wagner was later transported to TGCJ and booked for a defective head lamp, interfering with public duties, and resisting arrest, search or transport, along with possession of controlled substance and paraphernalia.

In addition to the above mentioned, below are other crimes that initiated new complaint arrests:
