City Employee Charged with Possession of Lewd Image of a Child

LUBBOCK,TX – Justin Musgraves, an employee of the City of Lubbock, has been indicted on child pornography charges by a grand jury.

The indictment says Musgraves knowingly possessed a pornographic image of a child under the age of 12.

The City of Lubbock said in a statement, “The City of Lubbock is aware of the indictments against Justin David Musgraves. The City has fully cooperated with law enforcement in the investigation and will continue to do so.”

Musgraves was made the Deputy Director of Emergency Management back in August 2020.
