SAN ANGELO, TX — San Angelo City Council on Tuesday awarded a $13.2 million contract for Chadbourne Street Phase B, a long-awaited continuation of the downtown revitalization project that began in 2020. The measure passed unanimously.
Phase B will continue the improvements begun in Phase A (completed in April 2020) and extend the revitalization corridor from Loop 306 to the river bridge.
Operations Director Patrick Frerich said the project will include storefront-to-storefront rehabilitation of sidewalks, streets, lighting, bike racks, trash cans, and public art, among other amenities.
The city received two bids, with local firm Reece Albert, Inc. submitting the lowest responsive bid of $12.7 million. Council also approved a $500,000 contingency, bringing the total award to $13.2 million.
Funding comes from a mix of sources, including an $18.4 million federal Transportation Alternatives Set-Aside (TASA) grant through TxDOT that will cover pedestrian features, with the city’s matching share supplied by the Tax Increment Reinvestment Zone (TIRZ) board. Street bond funds will cover the roadway portion.
Construction is expected to take 24 months. Frerich said lessons learned from Phase A — particularly around communication and staging — will guide Phase B. Businesses will remain accessible, though some block-by-block closures will be required. Officials said the start date will depend on TxDOT concurrence and may be adjusted to reduce holiday impacts.
"This has been on our docket for a long time,” Frerich said.
