SAN ANGELO, TX — The San Angelo City Council will meet Tuesday morning, Oct. 21, at 8:30 a.m. at the McNease Convention Center to address a packed agenda that includes infrastructure variances for a planned residential development, budget amendments for police and water patrol staffing, and multiple property matters set for closed session discussion.
Proclamations and Public Comment
The meeting will open with three proclamations recognizing Red Ribbon Week (Oct. 23–31), Community Planning Month, and Energy Efficiency Month. Members of the public will then have the opportunity to address the council on topics not listed on the regular agenda.
Consent Agenda Highlights
Council members will consider a series of routine items, including:

Approval of minutes from the Oct. 7 meeting.

A $234,961.53 utility easement agreement between AEP and the San Angelo Regional Airport.

A fence encroachment agreement allowing a 5-foot encroachment into the right-of-way at 719 S. David St.

A $162,060 change order for the 29th Street Sports Complex project.

A $120,439.71 annual software contract with Leads Online for the Real Time Crime Investigations System.

A resolution updating city street barricade standards to align with TxDOT hardware requirements.

Authorization of signatures for Community Development Block Grant and Hazard Mitigation Program documents.

A budget amendment for the fiscal year beginning Oct. 1, 2025, to fund additional Water Lake Patrol and Police administration positions.

A second reading of an ordinance revising city board procedures to allow alternate board members.
Regular Agenda
Among the key discussion items:

Retiree Coverage: Council will consider approval of over-65 retiree insurance coverage at a recommended premium.

Infrastructure Assistance: Discussion and direction will be provided on infrastructure aid for new residential developments.

Development Appeal: The council will review an appeal involving the Elsie Gayer, Section One Final Plat, which includes three variances — reducing minimum pavement width, removing required curbs, and waiving certain sidewalk requirements.

Street Abandonment: A public hearing will be held on an ordinance to abandon a 60-by-100-foot portion of street right-of-way south of Montague Avenue and Koberlin Street.
Closed Session
In executive session, the council will deliberate several real property matters, including parcels at 3129 Red Bluff Road, 7409 Knickerbocker Road, and multiple tracts within the EJ Wortham, TJ Smith, JW Johnson, and JA Eggleston surveys. A 3.179-acre tract for a Fort Concho addition will also be discussed.
Two economic development projects, Project Hyperspace and Project Gateway, are listed for confidential negotiations.
