SAISD Earns Perfect Financial Rating for 23rd Consecutive Year

 

SAN ANGELO, TX — San Angelo ISD has once again earned a perfect score on the state’s financial accountability system, marking the district’s 23rd straight year of receiving the highest possible rating.

During last Monday’s board meeting, Comptroller Jaime Guerrero presented the district’s 2025 Financial Integrity Rating System of Texas (FIRST) results, reporting that SAISD received a score of 100, translating to an A — Superior Achievement rating.

The FIRST system, created by the Texas Legislature and administered by the Texas Education Agency, evaluates school districts on 21 financial indicators, including financial management, fiscal controls, solvency, and compliance with state and federal reporting requirements.

Guerrero said SAISD earned maximum points on every applicable indicator, including all five “critical” measures that must be passed to avoid an automatic failing rating. Those indicators include submitting the annual financial report on time, receiving an unmodified audit opinion, properly paying debt obligations, making timely payments to government entities, and maintaining a positive net position.

He noted that SAISD also scored the highest possible marks on indicators tied to fund balance levels, days of cash on hand, budget solvency and debt management.

Board members praised the finance department’s long-running consistency. Several trustees pointed out that SAISD has maintained a top-tier rating every year since the district’s financial restructuring more than two decades ago.

Guerrero said the results reflect ongoing financial stewardship across the district. “We just try and do our part, so you know, we can help contribute to the success of students here,” he said.

The FIRST results, along with required superintendent and board disclosures, are available on SAISD’s website under the district’s financial transparency portal.
