City Council to Consider Park Projects, Zoning Changes, HOT Funds on Tuesday

 

SAN ANGELO, TX — The San Angelo City Council will meet Tuesday morning to review a full agenda that includes parks planning, new zoning proposals, funding allocations, and multiple contract approvals. The meeting is scheduled for 8:30 a.m. at the McNease Convention Center’s South Meeting Room.

Proclamations and Recognitions

Council will begin with proclamations and community recognitions, including:

  1. Dec. 6 as Concho Christmas Celebration Day

  2. Dec. 7 as National Pearl Harbor Remembrance Day

  3. Dec. 11 as San Angelo Reads! Day

  4. Recognition of the Boys & Girls Club of the Concho Valley

  5. Recognition of Frank Lopez for 45 years of service

Consent Agenda

The Consent Agenda includes the following items:

  1. Approval of Nov. 18, 2025 Council minutes

  2. Airport raw land lease with Skyline Aviation for 48,625 sq. ft., $14,587.50 annually

  3. Change Order #1 with Hoar Construction for South Hangar Access Taxilane project — $157,445.50

  4. HGAC contract with Core & Main for water meters and testing equipment — $2,582,496.77, budgeted FY 2026

  5. Sourcewell contract #102924-SAM with Samsara, Inc. for telematics services — $136,652.37 annually

  6. RFP OP-03-25 Disaster Debris Removal awarded to Ceres Environmental Services

  7. Sublease agreement renewal with the San Angelo Soccer Association for the Glenna Street soccer fields

  8. Agreement with the International Hot Rod Association for the 2026 Drag Boat Races at Lake Nasworthy

  9. Ratification of COSADC resolution for up to $50,000 toward Santa Fe/Downtown River Parks Plan

  10. Approval of the 2024 Consolidated Annual Performance and Evaluation Report (CAPER)

  11. Hotel Occupancy Tax (HOT) Fund awards for FY 2026, including:

  • Core Support:

    • San Angelo Broadway Academy – $17,300

    • San Angelo Symphony – $25,000

    • Ballet San Angelo – $16,100

    • Angelo Civic Theatre – $15,000

     

  • Project Support:

    • Hispanic Heritage Museum & Cultural Center, Día de los Muertos – $2,500

    • Downtown San Angelo, Mini Miss Wool Pageant – $1,900

  1. Second reading of ordinance ROW25-07 — street abandonment at E. 41st St. between Crockett and Bonham

  2. Second reading of ordinance ROW25-08 — abandonment of unimproved alleyway near W. 12th St. and N. Bryant Blvd.

  3. Second reading of ordinance ROW25-09 — abandonment of two street segments near W. 11th St. and Merchant St.

  4. Second reading of ordinance PD05-02 — expansion of Planned Development near Coliseum (38.712 acres)

  5. Second reading of ordinance PD25-06 — rezone to Planned Development at 2400 Hill St. and 2336 Randolph St.

  6. Second reading of ordinance Z25-22 — rezone 1218 Van Buren St. from single-family to two-family residential

Regular Agenda

Items requiring presentations, discussion, or public comment include:

  1. Awarding RFQ PK 04-25 to SWA Group for Santa Fe/Downtown River Parks Master Plan/Design — $198,600

  2. Awarding RFP PK 02-25 to CSL International for events and venue feasibility study — $125,000

  3. Sole-source purchase of water meters from Core & Main — $4,299,996

  4. Animal Shelter improvement proposal, including new kennel pod structures and future admin building

  5. First reading of ordinance PD25-07 — zone change to Planned Development at 617 E. 42nd St. and 4101 Crockett

  6. First reading of ordinance Z25-23 — rezone 401 E. Beauregard to combine single-family, multifamily, and central business uses

  7. First readings for:

    • Z25-24: rezone from Ranch & Estate to Light Manufacturing

    • CP25-02: amend Comprehensive Plan to Industrial for 345.27 acres near US 67 and Harriett Road

Executive Session

Council will meet in closed session under Section 551.074 to discuss personnel matters regarding the city manager.

Follow-Up and Administrative Items

After executive session, council may:

  1. Consider any resulting action

  2. Approve nominations to several boards, including:

    • Civic Events Advisory Board: John Flint (SMD 1), Josh Hilton (SMD 2), Andi Markee (SMD 6)

    • Parks & Recreation Advisory Board: William Kitch (Mayor), Sara Mattis (SMD 5)

    • Tax Increment Reinvestment Zone Board: Sandy Rojas (SMD 6)

     

  3. Consider scheduling the Feb. 17, 2025 City Council meeting at 6 p.m.
