SAISD Board Approves $19.9M HVAC Contract

 

SAN ANGELO, TX — The San Angelo ISD Board of Trustees voted 6-0 to authorize the superintendent or the superintendent’s designee to negotiate and execute a design-build services contract with E3 Integral Solutions Inc. for districtwide HVAC, HVAC controls and electrical panel replacement projects totaling $19,900,292.

The approval followed a recommendation from district administration and is part of the district’s 2025 bond plan.

“Part of the 2025 Bond plan was to replace HVAC Controls, HVAC and replace Federal Pacific panels throughout the district,” according to the E3 Design Build Contract Approval Action Sheet.

District documents state E3 Integral Solutions Inc. was selected as the design-build firm capable of “designing and implementing all aspects of the bond projects related to HVAC, HVAC Controls, and electrical panel replacement.”

During the meeting, E3 representatives told trustees the project includes three primary scopes of work: HVAC system retrofits, districtwide HVAC controls retrofits and electrical panel upgrades.

“This is the RFQ for design build that was put out over the summer, and it consists of three main scopes of work,” an E3 representative said.

The HVAC scope targets units “15 years and over, that are beyond their life expectancy,” while the controls retrofit would be implemented across the district. E3 representatives said a pilot controls project “went very well.”

Electrical upgrades include replacement of aging switch gear at the campuses located on Oakes Street and Federal Pacific panels at Lone Star Middle School, San Angelo Stadium and Santa Rita Elementary, according to the presentation.

Administrative documents state the design-build process followed Texas Government Code 2269, Subchapter G, which requires a two-step selection process. E3 was first selected based on qualifications, then developed a scope of work and provided a turnkey price for engineering, design and construction management services.

“The turnkey price for all projects selected by the district is $19,900,292 which includes a $150,000 owner contingency,” the action sheet states.

During the meeting, E3 officials cited cost efficiency as a key benefit of completing the work as a single project.

“This project in particular, we probably got the best pricing on HVAC equipment that I’ve seen in five years,” an E3 official said. “You guys have gotten a phenomenal price on this project, and that’s driven absolutely because of the size of the project.”

Trustees also approved authorization for a contract amendment to add HVAC replacement work at Lake View High School in an amount not to exceed $1,881,150.

The contract allows for up to 575 calendar days for completion. E3 representatives told trustees major portions of the work are expected to take place during summer and school breaks.

“We will try to get a big chunk of this project executed this coming summer,” an E3 representative said.

The motion passed unanimously.
