San Angelo ISD Board to Vote on Potential Elementary School Closures

 

SAN ANGELO, TX – The San Angelo Independent School District Board of Trustees will hold its regular meeting on Tuesday, January 20, 2026, at 5:45 p.m. in the Board Room of the Administration Building, 1621 University Avenue. 

The agenda includes routine business, financial updates, recognitions, and several action items—most notably a vote to identify elementary campuses for possible closure, an issue already generating community concern. 

The meeting begins with standard opening items: Call to Order and Establishment of Quorum, Invocation by Jamie Rouse (Associate Pastor at Calvary Baptist Church), and Pledge of Allegiance led by McGill Elementary students. 

Recognitions

The board will honor several individuals and groups early in the meeting:

  • Akash Vukoti for his participation in the Congressional App Challenge

  • The San Angelo Schools Foundation

  • Teachers who have earned National Board Certification

  • The San Angelo ISD School Board itself in recognition of School Board Appreciation Month

Public Comments: 

A public comment period follows, where community members can address the board. Board member Karla Cardenas recently posted on social media, urging families from Reagan Elementary, former San Jacinto Elementary (now merged into Reagan), and Bowie Elementary to attend and speak out, highlighting concerns over potential school closures and their impact on students, families, and staff.

Finance and Audit Workshop

The board will conduct a Finance and Audit Committee workshop covering routine financial reports, including:

  • Bills and accounts for December 2025

  • Monthly investment report (December 31, 2025)

  • Tax collection report (November 2025)

  • Purchase orders over $20,000

Information ItemsAdministrators will provide updates on:

  • The 2024-2025 audit report presentation

  • Bond construction progress

  • Academic programs

Consent Agenda

Several items are grouped for a single vote unless pulled for separate discussion:

  • Acceptance of donations (including multiple Lincoln Elementary-related items)

  • Approval of minutes from recent meetings (December 8 pre-agenda workshop and December 15 regular meeting)

  • Library book purchase

  • Bid awards for maintenance, transportation, and miscellaneous supplies (25-015)

  • Bid awards for miscellaneous supplies (25-022)

Action Items

The board will take individual votes on several items:

  • Approval of the 2024-2025 audit report

  • Consideration and possible action to identify elementary campuses for closure

  • Bills, accounts, and financial statements

  • Phase II addition at McGill Elementary

  • Rio Vista abatement and demolition project

  • Public Information Act non-business days for 2026

  • Sanctions on educator certificates for abandonment of contract (Perla Garcia and Ida P. Luce)

  • Mid-year evaluation of the superintendent (to be considered in open session after closed session discussion)

Closed Session

The board will enter closed session to discuss personnel matters under Texas Education Code 551.074 and the mid-year superintendent evaluation. 

Announcements and Adjournment. 

The meeting will conclude with announcements of upcoming events, including Team of 8 Training (February 5), a Finance/Pre-Agenda Workshop (February 9), and the next regular board meeting (February 23).
