San Angelo Coalition Launches Recall Effort Against Mayor Thompson

 

SAN ANGELO, TX — A coalition of San Angelo residents filed a recall affidavit with the City Clerk, launching a formal effort to recall Mayor Tom Thompson over concerns about transparency and the public process in city governance. 

The San Angelo Data Center Citizen Coalition announced the action, which follows the filing of the affidavit requesting issuance of official petition materials under the San Angelo City Charter. Organizers said they will begin circulating signatures for the recall once the city clerk issues the petition forms. 

The group described the recall as stemming from a pattern of conduct that has eroded public confidence, rather than any single policy disagreement. Cited grounds include incomplete or delayed disclosure of information on major development activity, limitations on meaningful and timely public engagement, communication practices that may restrict information flow, and public statements that may not fully reflect underlying circumstances or access to information.

“This is not about disagreement over policy,” the group said. “It is about process — whether the public is being fully informed, fairly heard, and properly included in decisions of significant long-term impact.”

The coalition emphasized that the recall effort runs alongside ongoing requests for improved public processes, including fuller information disclosure, clearer communication, and structured governance for large-scale development projects.

“We believe San Angelo can move forward in a way that is both forward-looking and accountable,” the group said. “This action is about ensuring that the public remains part of that process.”

The announcement coincided with a special City Council meeting Wednesday night at the McNease Convention Center, where hundreds of residents gathered to discuss proposed data center projects, including one by Skybox Data Centers. 

“When transparency and confidence in process break down, there are established remedies,” the coalition added. “This is one of them.”

Many who spoke raised concerns about potential impacts on noise, energy use, water resources, the cost of living and the environment. 

Thompson acknowledged the recall effort during the meeting, saying he had been notified of it around 5 p.m.
