San Angelo City Council Members Did Not Sign NDAs on Data Center Project

SAN ANGELO, TX — No sitting member of the San Angelo City Council has signed a non-disclosure agreement related to a proposed data center project, city officials said Tuesday.

In a statement from the city,  it claims that the mayor or any council member signed an NDA are false.

“No sitting member of the San Angelo City Council has signed a non-disclosure agreement (NDA) related to the data center project,” information stated. “Claims that the mayor or any council member has signed an NDA are false.”

The statement directs residents to sanangelo.gov/DataCenter for more information.

Mayor Tom Thompson also addressed the project in a detailed statement posted on the city website, stressing transparency and the standard approval process.

“The questions being raised are important, and residents deserve direct, factual answers,” Thompson said. “No project is being prioritized over the people of San Angelo.”

Thompson noted that early discussions with potential investors are common but do not constitute approval. Any final project would require public meetings, legal review, infrastructure analysis, zoning and permitting compliance, and council action in an open meeting.

“Individual conversations with staff, consultants or council members are also common in economic development, but no private meeting can approve a project or bypass the law,” he said. “Final decisions must happen publicly and transparently.” Thompson addressed resident concerns about water, power, noise, lighting and environmental impacts, stating that any project must meet all city ordinances, state and federal regulations, and utility requirements.

“Any project must meet City ordinances, state and federal regulations, utility capacity requirements and site-specific development standards,” he said. “If additional infrastructure is needed, that must be identified and paid for through negotiated agreements.”

The mayor said public discussion of the project has been ongoing for approximately one year, with opportunities for citizen input at public meetings.
