SAN ANGELO, TX — The U.S. Air Force on Monday awarded a $4 billion, 10-year contract to 19 companies to provide base support services at 11 Air Education and Training Command installations, including Goodfellow Air Force Base in San Angelo.
The contract, announced June 8, covers more than 20 categories of services — including aircraft maintenance, fire and emergency services, information technology, airfield management, grounds keeping, human resources, weather observation and community support — across bases in Texas, Oklahoma, Alabama, Arizona, Mississippi and New Mexico. It runs through June 2036.
Goodfellow AFB, which conducts intelligence, surveillance and reconnaissance training, is one of several Texas installations included. Others are Laughlin AFB in Del Rio, Sheppard AFB in Wichita Falls, Altus AFB in Oklahoma, and Joint Base San Antonio, which serves as AETC headquarters.
The contract is an indefinite-delivery, indefinite-quantity agreement. The Air Force is not obligated to spend the full amount; it committed only $47,500 at the time of award, with the remainder to be spent through task orders as services are needed.
The 11 bases form the backbone of Air Force initial flight and technical training. They include pilot training centers at Vance AFB in Enid, Okla.; Laughlin AFB; Sheppard AFB, home of the Euro-NATO Joint Jet Pilot Training program; and Luke AFB in Glendale, Ariz., the largest F-35 training base. Keesler AFB in Biloxi, Miss., handles cyber and technical training; Maxwell AFB in Montgomery, Ala., hosts Air University; Holloman AFB in Alamogordo, N.M., trains F-16 pilots; and Columbus AFB in Columbus, Miss., trains additional pilots and airlifters.
AETC officials have stressed the need for reliable contractor support to sustain pilot production after years of shortages. Bases depend on contractors for everything from runway maintenance and aircraft servicing to IT systems and fire departments that keep training pipelines running.
The 19 companies selected include several Alaska Native corporations and Native American-owned firms that benefit from federal small-business contracting preferences under the Small Business Act. Among them are Akima Intra-Data LLC, Akima Global Logistics LLC, Alutiiq Operations Services LLC, Bering Straits Management Services LLC, Alcyon Inc., Choctaw Defense Services Inc. (affiliated with the Choctaw Nation of Oklahoma) and Fortis Native Group LLC (associated with the Poarch Band of Creek Indians in Alabama).
