Old Navy Tops San Angelo's June Building Permits

SAN ANGELO, TX — The city has approved a $1 million building permit for Old Navy’s return to San Angelo, according to June 2026 building permit records.

The new store will be located at 4151 Sunset Dr. in the former pOpshelf building, which closed in 2025. The building seasonally operates as a Spirit Halloween and was also formerly home to Party City, which closed on July 31, 2023. Before that, it was Wally's Party Factory.

Old Navy previously operated in Sunset Mall from 2000 until 2010.

The Old Navy permit is one of three commercial projects issued in the June records. A Walmart Neighborhood Market received a $3 million permit at 5154 Knickerbocker Rd., and Lollopops Investments LLC was issued a $300,000 permit at 960 Jody Ln.

Dozens of other commercial projects remain pending city approval. Among the largest are a $41 million project for the San Angelo Coliseum at 50 E. 43rd St., a $30 million Shannon Medical Center project at 4421 Knickerbocker Rd., and a $39 million project for Lake View High School at 900 E. 43rd St.

Additional pending projects include new or expanded locations for Whataburger, Discount Tire, Howard College and more.
