SAN ANGELO, TX - The City of San Angelo has appointed Phillip Urrutia as its next city manager, effective Aug. 1. Urrutia brings more than 17 years of municipal leadership experience.
He served the City of Garland since 2022 as assistant city manager, overseeing more than $1 billion in annual operations as well as a multitude of vital city departments. Prior to this role, he worked for the City of Odessa as deputy city manager and assisted with major events such as a mass shooting incident and the COVID-19 pandemic. Born and raised in West Texas, Urrutia is eager to return to his regional roots, the City of San Angelo stated. He believes fiscal discipline, steady leadership and strong values are crucial to a successful community.
"I am honored to serve as San Angelo's next city manager and grateful for the opportunity the City Council has entrusted to me,” Urrutia said. “San Angelo is an exceptional community with a strong foundation and a promising future. My family and I are excited to make it our home. “I look forward to getting to know the residents and businesses, working closely with the City Council, and partnering with the dedicated staff to build on the city's momentum. Together, we will continue advancing opportunities, delivering excellent services, and strengthening the community for future generations. I am excited to get started and proud to call San Angelo home."
Urrutia earned a Master of Public Administration from Columbia Southern University and a Bachelor of Arts in sociology and political science from Texas Tech University. His professional credentials include ICMA Credentialed Manager, Certified Public Manager, Master Certificate in High Performance Leadership and training through the FEMA Emergency Management Institute.
“We were looking for someone with proven executive leadership, financial expertise, economic development experience, and a collaborative management style,” Mayor Thompson said. “We believe Phillip possesses those qualities and is well prepared to help lead our city as we continue building on the progress we’ve made. We’re looking forward to partnering with him and are confident he will serve this community well.”
