SAN ANTONIO, TX — The Texas Department of Public Safety hosted the 2026 Inspiring Women Leaders Conference last week in San Antonio, bringing together hundreds of women from across the law enforcement community for professional development and networking.
The three-day conference, held April 14–16 at the Hilton Palacio del Rio, drew approximately 440 attendees representing 10 states and 20 agencies.
The biennial event is designed to support and develop women leaders in law enforcement, emphasizing collaboration, leadership skills and career advancement for both commissioned and non-commissioned personnel.
Cecilia Abbott opened the conference with remarks highlighting the role of women in shaping the future of public service.
“It’s an honor to be among some of the top women leaders in our state,” said First Lady Cecilia Abbott. “Women bring our own strength and genius to any organization we are a part of. By standing up, speaking out, serving others, and leading others, you are creating a bigger, better Texas of tomorrow. Thank you for your selfless service, including putting yourself in harm’s way for Texans.”
This year’s keynote speaker, Christine Nix, the first Black female Texas Ranger and a member of the Texas Women’s Hall of Fame, spoke on resilience and professional growth.
“This conference was nothing short of incredible,” said Nix. “The openness, the honesty and the strength in these conversations is something I wish I had access to early in my career. Seeing this level of communication and collaboration across divisions and generations is powerful. It’s encouraging to know the next generation of women in law enforcement won’t have to navigate it alone.”
The conference also featured presentations from author Kathryn Casey and comedian and former NASA engineer Shayla Rivera, who provided perspectives on storytelling, human behavior and leadership.
