SAN ANGELO, TX — The San Angelo City Council and the City of San Angelo Development Corporation (COSADC) will hold a joint meeting Tuesday to discuss an economic development strategy aiming to generate hundreds of new jobs and attract capital investment over the next three years.
The joint session is set to happen at the McNease Convention Center, immediately following the regular City Council meeting at 8:30 a.m. Both meetings are open to the public and will stream live on the city’s YouTube channel and SATV.
A key item on the joint agenda is a presentation by Chamber of Commerce President Steve Ahlenius outlining the San Angelo Economic Development Strategic Plan, which charts goals through 2028. The plan targets creating 260 new jobs in industries such as advanced manufacturing, aerospace and defense, healthcare, data centers, and logistics. It also seeks to attract a combined $425 million in new capital investment and foster the development of up to 30 new startups.
The plan’s first year aims to add 90 jobs and secure $100 million in investment while establishing a technology partnership with Angelo State University, supporting military affairs initiatives linked to Goodfellow Air Force Base, attracting private equity investors, and exploring new sports and tourism projects.

In subsequent years, the strategy calls for additional investments in drone and robotics programs, a potential spaceport opportunity, entertainment attractions, and a multimodal rail project. Workforce initiatives and grant programs to support innovation are also central components.
During the council’s regular meeting, members will consider a range of other items, including the second readings of zoning changes to allow residential art gallery use on Kenwood Drive and a multifamily development northeast of McGill Boulevard and Gregory Drive. Contracts totaling more than $1.4 million for airport pavement improvements and budget software will also be on the agenda, as well as a $150,000 professional services contract for a new city employee classification and compensation study.
City Council will also consider authorizing a lease agreement with Tik Toc Coffee Co. to operate a 669-square-foot concession space in the San Angelo Regional Airport terminal. The company plans to run the space as a deli offering breakfast, lunch, specialty coffees, and travel amenities such as phone chargers and snacks. The proposed lease terms include a five-year agreement at a rate of $300 per month or 5% of gross revenues, whichever is greater. The space was previously leased by Mathis Grill LLC.
