San Angelo ISD Outlines New Rules For Student Phones During School Day

SAN ANGELO, TX - As the new school year begins, San Angelo ISD wants to make all aware of a new state law, House Bill 1481, that impacts all Texas public schools.

In alignment with this new law, students will not be permitted to use personal electronic devices—including cell phones, smartwatches, wireless/bluetooth earbuds and headphones, tablets, or gaming devices—while on any San Angelo ISD campus during the school day.

If students bring a device to school, the device should be put away and out of sight for the entirety of the school day (including passing periods and lunch), according to information released by the school district.

"This policy is designed to minimize distractions and promote meaningful learning," information stated. "Exceptions are made only for students with approved needs outlined in an Individualized Education Program (IEP), a Section 504 Individual Accommodation Plan (IAP), or a documented medical directive."

School-issued devices used for instruction are not affected by this restriction. If a school-issued device is misused, it may be collected and returned in accordance with district procedures, and disciplinary actions may be taken.

WHAT YOU NEED TO KNOW:

Devices may NOT be out, visible, or in use during the school day - defined as the time from the first bell to the last bell while students are on campus property.

Any adult on campus who sees a student with a device out or in use will:

  1. Confiscate the device
  2. Secure it in a designated location
  3. Submit a referral to the administrative office

CONSEQUENCES FOR VIOLATIONS:

  1. 1st Offense: Parent must pick up the device; student receives a verbal warning.
  2. 2nd Offense: Device held for 3 days; parent must pick it up.
  3. 3rd Offense: Device held for 10 days; parent must pick it up.
  4. Additional Offenses: Device held for 90 days; parent must pick it up.
