San Angelo ISD Bond Projects Gain Steam; New Glenn Middle School Constructions starts Tuesday

SAN ANGELO, TX — Work is progressing on San Angelo ISD’s voter-approved Bond 2025 projects, including athletic upgrades already underway at Lake View High School and a groundbreaking this week for the district’s largest project, a new building for Glenn Middle School.

At Lake View, Hellas is installing artificial turf on a new baseball diamond. The job foreman said he expects the boys’ field construction to be complete by the end of October. The girls’ softball diamond is already finished, and new tennis courts are under construction. Hellas, a specialist in synthetic turf and athletic surfaces, was awarded a roughly $11 million contract earlier this year for district athletic field work tied to the bond.

These improvements are part of broader Lake View campus upgrades that also include Career and Technical Education additions and renovations, a dedicated Mariachi Hall, locker room renovations, field lighting, and other enhancements. The district held a groundbreaking for the Lake View projects in late August.

The largest Bond 2025 project is the replacement of Glenn Middle School. A groundbreaking ceremony is scheduled for 9 a.m. Tuesday, Oct. 13, at the existing campus at the corner of University Avenue and Johnson Street. Guest parking will be available at the north end of the San Angelo Stadium home-side parking lot. District leaders, students, staff, and community members are expected to attend. Families, alumni, and supporters are invited.

Glenn Middle School, built in 1967, serves about 1,200 students and is the largest middle school in the district. It was originally designed as an open-concept school and later modified with temporary walls to create individual classrooms. Nearly 60 years later, its classrooms, hallways, and program spaces no longer adequately support the campus’s enrollment and programs, according to the district.

A recent facilities study identified significant plumbing, HVAC, and electrical needs and determined that renovating the existing building would cost taxpayers more than constructing a new facility. The current campus also does not meet today’s Texas Education Agency classroom standards, and growing programs such as fine arts have outgrown spaces designed decades ago.

Bond 2025 provides for a new Glenn Middle School campus on the existing site, featuring modern classrooms and improved spaces for academic, fine arts, and other programs. The project is a roughly 187,000-square-foot, two-story facility. For context, the planned new Glenn Middle School is roughly the size of a typical Walmart Supercenter. In August, the Board of Trustees unanimously approved a $103.7 million guaranteed maximum price with Lee Lewis Construction. Officials reported the project was already about $5 million under its Bond 2025 allocation (originally listed around $122 million), including owner and construction-manager contingencies. Parkhill Architects prepared the plans. The project duration is listed at 29 months from the approved building permit, with completion targeted in 2028.

The broader $397 million Bond 2025 program, approved by voters in May 2025, addresses aging facilities, learning environments, and safety and security district-wide. It includes additions and renovations at Central and Lake View high schools, right-sizing and modernization at several elementary campuses, capital renewal work, and other improvements. District updates show progress on multiple fronts, including a completed cafeteria and kitchen at Crockett Elementary and ongoing work at McGill Elementary. The overall program timeline extends through 2029.

Community members are encouraged to attend the Glenn Middle School groundbreaking on Oct. 13.
