San Angelo Council Eyes Zoning Overhaul, Police Grants & Budget Tweaks Tuesday

 

SAN ANGELO — The San Angelo City Council will consider six zoning and comprehensive plan changes, more than $138,000 in new police grants, a budget amendment for capital and stormwater projects, and several large contracts when it meets Tuesday morning. 

The regular meeting begins at 8:30 a.m. Tuesday at the McNease Convention Center South Meeting Room, 501 Rio Concho Drive.

Public comment on non-agenda items is allowed during the designated portion. Speakers must sign in with the city clerk, speak from the podium, state their name and address or single-member district number, and keep remarks to three minutes or less. Applicants, proponents and appellants on regular agenda items get up to five minutes. 

The agenda includes:

  • Proclamations — March 1-7, 2026, as Military Firefighter Appreciation Week and March 2026 as March for Meals Month.
  • Consent agenda (expected to pass in one vote unless pulled):
    • Approval of Feb. 17 regular meeting minutes.
    • Second amendment with Sunoco LLC to add two temporary monitoring wells in city right-of-way.
    • Lease with Shannon Health Systems for Health Department Nursing Division space at 2030 Pulliam St., Suite 8.
    • Award investment advisory services to Meeder Public Funds Inc. for two years at $40,000 per year.
    • Cooperative purchase of high-density mineral bond surface treatment from Andale Construction Inc. for $613,412 via interlocal agreement with City of Hurst.
    • Change orders 2 and 3 for Chadbourne Street CACP Project totaling $179,372.55.
    • Agreement with ABM Custodial Services for $262,491.86 via BuyBoard contract.
    • Central Square human resources information system agreement for $144,027.50 with 5% annual increases.
    • Memorandum of understanding with San Angelo Rotary Club for stewardship of Mountainview Park (“Rotary Park”).
    • Amended resolutions accepting Office of the Governor grants: Victim Assistance ($99,203.86 with 20% match), Criminal Justice Training ($38,949, no match), and Homeland Security grant for a regional mobile command vehicle.
    • Resolution waiving certain planning/development fees for structures damaged in the July 4 flood disaster area.
    • Second readings of ordinances for six zoning/comprehensive plan cases: Z25-27 (General/Heavy Commercial to Low-Rise Multifamily Residential), CP25-03/Z25-27 combo (Industrial to Neighborhood Center and related zone change near E. Ave K & Duggan St.), Z25-30 (Commercial to Low-Rise Multifamily at S. Bryant Blvd. & Century Dr.), Z25-31 (General/Heavy Commercial & Light Manufacturing to General Commercial at 1805 S. Bryant Blvd.), and CP25-04/Z25-32 (Neighborhood Center to Industrial and Ranch & Estate to Heavy Manufacturing at 3089 E. FM 2105).
  • Regular agenda items:
    • Presentation and discussion on Infill and Empowerment Zone funding since 2019, with direction on structuring the program for the upcoming budget cycle.
    • First reading and public hearing on ordinance amending the fiscal year 2025-2026 budget (Oct. 1, 2025–Sept. 30, 2026) for reimbursed capital expenditures, stormwater maintenance projects and equipment purchases.
  • Closed session — Deliberations on potential real property matters at 3501 N. US Hwy. 67, 3014 McGill, 2918 McGill and a 1,750-acre portion of Paulann Park Addition on Smith Blvd.; consultation with attorneys on Texas Open Meetings Act and Public Information Act.
  • Follow-up and appointments — Possible action from closed session; board nominations including Thomas Mitchell Gatlin III to Planning Commission (SMD 6, term to Jan. 2028), Andres Gonzales to Public Art Commission (SMD 4, unexpired term to April 2027), Ken Roberts (mayor) to Zoning Board of Adjustment (first full term to Jan. 2028), and Lyndon Roberts-Galindo (SMD 5, third term to Jan. 2028).
  • Closing — Announcements, future agenda items and adjournment.
