San Angelo City Council to Weigh Budget, Tax Rate, and Flood Recovery Funding

 

SAN ANGELO, TX – The San Angelo City Council will meet Tuesday, Aug. 19, at 8:30 a.m. at the McNease Convention Center South Meeting Room to consider the 2025-2026 city budget, property tax rates, flood recovery funding, and a range of other measures.

The meeting will open with the call to order, prayer and pledges, proclamations and recognitions, and time for public comment.

Consent Agenda

Council will consider:

  • Approving minutes from the Aug. 5 regular meeting and budget workshop.

  • Accepting a 14,148.5-square-foot utility easement out of Lot 1, Block 1, Section 1, Johnson Street Subdivision from Johnson Street Church of Christ.

  • Approving a parking encroachment agreement at 11 E. Ave K.

  • A second amendment to the Airport Lease, Sublease and License Agreement with Skyline Aviation Inc. to allow non-aeronautical events at 8534 Hangar Road.

  • Purchasing 160 sets of dual-certified firefighter turnout gear for $232,650.40 through BuyBoard Contract #698-23.

  • Awarding banking depository services to First Financial Bank.

  • Second readings and public hearings for several ordinances:

    • Amending the Comprehensive Plan from Neighborhood to Commercial in the Lasker Addition Block 38, Lot 6.

    • Rezoning 21 E. 21st St. from Single-family Residential to General Commercial.

    • Amending PD05-02 Planned Development to update the concept site plan for renovations and expansions at 50 E. 43rd St.

    • Amending the 2024-2025 budget to include health insurance claims, property insurance proceeds, flood response funding, COSADC housing and business flood programs, flood relief, the comprehensive plan, and Coliseum bond proceeds.

Regular Agenda

Items scheduled include:

  • Approval of a $93,870.60 contract for 911 recording equipment through the Concho Valley Council of Governments/Equature Recording Solution Proposal.

  • An amendment to the Central Square Agreement for a Human Resources Information System through UKG, costing $44,000.

  • Adoption of an ordinance authorizing issuance and sale of a $1.11 million Tax Note, Series 2025.

  • First reading and public hearing of the 2025-2026 budget, which would raise $5.7 million more in property taxes than last year (a 9.7% increase), including $861,795 from new property. Council will also consider scheduling a vote to ratify this increase on Sept. 2.

  • First reading and public hearing of an ordinance fixing and levying ad valorem taxes for the 2025-2026 budget year.

  • Approving $75,000 in North TIRZ incentive funding for paving and safety features at a gymnasium project at 216 W. 5th St.

  • A resolution to set aside $1 million in North TIRZ funds for commercial and RM-1 and RM-2 properties impacted by the July 4 flood.

Closed Session

Council will meet in executive session to discuss:

  • Business prospect negotiations regarding Project Hyperspace and Project Ralley Point.

  • Real property deliberations for 7409 Knickerbocker Rd.

  • Deliberations regarding 528.893 acres out of the T.J. Smith Survey and 152.107 acres out of the J.W. Johnson Survey.

Follow Up and Administrative Issues

Council will consider action from executive session, approve board nominations for:

  • Parks & Recreation Advisory Board – William Kitch (Mayor) to an unexpired term ending December 2025.

  • Planning Commission – Jennifer Juarez (SMD 2) to an unexpired term ending January 2026.
