SAN ANGELO, TX — New congressional maps signed into law by Governor Greg Abbott last week will shift the political makeup of Texas’ 11th Congressional District, narrowing the Republican margin by more than 11 points ahead of the 2026 midterms.
Previously, District 11—represented by U.S. Rep. August Pfluger—voted 72.2% for Donald Trump and 26.8% for Kamala Harris in the 2024 presidential election. Under the new boundaries, the district would have voted 66.5% for Trump and 32.2% for Harris, reducing Trump’s margin from 45.4 to 34.3 percentage points.
The district retains a white majority among eligible voters, but demographic shifts have occurred. White voters increased from 51% to 55%, while Black voters decreased from 11% to 7%. Hispanic representation ticked up slightly, from 33% to 34%.
The new maps are part of a mid-decade redistricting effort led by Republican lawmakers, projected to shift five additional congressional seats in favor of the GOP. The changes are set to take effect during the 2026 midterms unless blocked by ongoing court challenges alleging discrimination against voters of color.
The Texas Tribune launched an interactive tool today allowing voters to enter their address and view how their district has changed under the new maps. District 11, which includes San Angelo and extends across parts of West and Central Texas, underwent modest boundary changes under the new maps.
