San Angelo Council to Decide: Renew PAWS Deal or Take Over Animal Rescue

 

SAN ANGELO, TX — The San Angelo City Council on Tuesday will decide whether to renew a $162,000 contract with Concho Valley PAWS for animal rescue services or take the work back in-house, one of several key issues on a full agenda that also includes zoning changes, budget amendments, and a North TIRZ funding request.

Proclamations and Recognitions

Council will issue proclamations marking:

  • Sept. 15–Oct. 15 as Hispanic Heritage Month

  • Sept. 16 and 18 as Meals for the Elderly Community Champions Days

  • Sept. 21 as Peace Ambassadors of West Texas Day of Peace

Consent Agenda

Items scheduled for approval include:

  1. Meeting minutes from Sept. 2, 2025

  2. Lease agreement with the U.S. Army Corps of Engineers for $1,050 to use property for parks, recreation, and youth sports

  3. Purchasing policy update to raise thresholds under new state law (SB 1173)

  4. Budget amendment for the fiscal year ending Sept. 30, 2025, covering one-time projects, equipment, and short-term debt

  5. Ordinance change to Chapter 2, updating Public Art Commission rules on membership qualifications and duties

Regular Agenda

Council will then consider:

  • Animal rescue contract: Awarding $162,000 to Concho Valley PAWS for services, or alternatively implementing in-house programming

The city’s multi-year agreement with Concho Valley PAWS is ending, and council must decide whether to renew the partnership or take the services back in-house. The proposed $162,000 contract includes $102,000 for adoption, foster, transfer, and medical services and $60,000 for low-cost spay and neuter assistance. A city-appointed task force has recommended returning the work to city control, while the Animal Shelter Advisory Committee supports continuing contracted services through a new request for proposals.
  • Appeal of Planning Commission decision: Involving the Elsie Gayer, Section One Final Plat, with three variances tied to pavement width, curbing, and sidewalks near E. 18th St., N. Poe St., and Northstar Dr.

  • Tax Increment Reinvestment Zone (TIRZ) modification: Funding $44,063.14 for paving and safety features at 216 W. 5th St. for a gymnasium project

The request comes from Angelo Xpress Athletics, a cheer and gymnastics training facility which recently expanded into San Angelo from Odessa. After the owners purchased the property at 216 W. 5th St., the City of San Angelo conducted an inspection and identified several items that needed to be addressed for occupancy and accessibility compliance. The owners completed those upgrades — including a perimeter guard railing, a new commercial entry door, a Knox Box for emergency fire access, a new secondary exit, parking lot paving and striping, ADA signage, and a new sign for the building — at a cost of $44,063.14. They are now seeking reimbursement through the North TIRZ program. While TIRZ funds typically cannot be used for work already completed, city staff is recommending a one-time policy exception to support the business and help with North Zone revitalization.
  • Right-of-way abandonments:

    • ROW25-03: Alleyway near Veck St.

    • ROW25-02: Alleyway north of E. 47th St. and Crockett St., plus a portion of Bonham St. between 48th and 47th Streets

     

  • Rezoning request (Z25-20): From Single-family Residential to Low Rise Multi-family Residential at 611 N. Jackson and 610 N. Van Buren

Closed Session

Council will move into executive session to deliberate:

  • Real property negotiations for 70 E. 43rd St.

  • Business prospect negotiations regarding Projects Falcon, Phoenix, Hyperspace, Gateway, and Looking Glass

  • Airport property lease encumbrance discussions tied to Skyline’s estate interest at 8926 Hangar Rd.
